I simply need help unpacking this question so that I can understand it and form an argument; it is very confusing to me at the moment.
“Since its modern-day inception in the 1970s, the International Relations subfield of International Political Economy has gone through phases in seeking to explain critical issues in international economic relations. During these phases scholars either emphasize the importance of markets and nonstate actors relative to the state, or they emphasize the importance of the state relative to markets and nonstate actors. Apparently either an integrated explanatory middle ground where both matter is unnecessary, or such a middle ground is necessary but IPE scholars simply have been unable to find it.”
